President Barack Obama says the death of former Libyan leader Moammar Gadhafi ends what he calls a long and painful chapter, after decades of rule by an iron fist. Officials say the president was briefed early Thursday about Gadhafi’s death.

President Obama said he is very proud of the NATO alliance’s work in Libya, and of the Libyan people’s efforts to topple their longtime leader.

In a White House meeting, the president thanked Norway’s prime minister, Jens Stoltenberg, for his country’s contributions to the NATO mission in Libya, and stressed the importance of international cooperation.

“We were proud of the leadership we showed in that process, but increasingly, wherever we have the possibility of working with outstanding partners like Norway, then I think that we are going to be even more effective,” Obama said.

Earlier Thursday, White House spokesman Jay Carney said the killing of Gadhafi will end the NATO mission in Libya, which started in March to protect Libyan civilians from Gadhafi’s forces.

“Not just because of the announcement of Gadhafi’s death, but because of the successful taking of Sirte and other areas, most of Libya is now under control of rebel forces, under control of the TNC,” Carney said.

Carney said the Transitional National Council, which is governing Libya, is the only authority which is claiming to be in charge.

Mr. Obama’s spokesman echoed the president’s call for the TNC to build a democratic government as quickly as possible. He said the group has consistently promised to do so.

“It has been a number of months since we recognized the TNC, and we have, even prior to that, been engaged diplomatically with the TNC, as have our allies. So we have a good feeling for and understanding of that body, and we would simply point you to the statements that they have made about their commitment to a democratic transition in Libya,” Carney said.

Carney said the United States will work with other countries to assist Libya in its transition to democracy. He did not specify how that would be done.

He also said Washington is calling on Libya’s leaders to consolidate military forces under civilian control and work to control dangerous materials.

The White House spokesman indicated that U.S. military intervention in Syria, to drive out that country’s president, Bashar al-Assad, is not likely. But he said the movement called the “Arab Spring” will likely touch Syria as well.

“The events of this entire year in that region of the world have spoken more dramatically than any individual could about where the future lies in that region. And it is a future that lies with the youth of the region and those who are demanding greater democracy, greater accountability from their governments, greater freedom. That is as true in Syria as it is in Libya,” Carney said.

Carney said the president was informed about Gadhafi’s death at his daily security briefing Thursday, but was aware of reports about the event earlier in the day.

Doctors in Greece are warning of an impending health catastrophe brought about by the financial crisis. They say government cuts mean patients are unable to afford treatment, while hospitals are facing staff cutbacks and shrinking budgets for medicines. A study in the medical journal Lancet echoes the warnings, and says there are signs of a sharp rise in mental health problems and suicides.

The emergency ward at Evangelismos Hospital in Athens - Greece’s largest - and the flow of patients is relentless.

Ilias Sioras, head of the doctors’ association at the hospital, said, “People cannot afford private doctors, therefore the numbers resorting to public hospitals has risen, by approximately 25 to 30 percent. This has been verified by the [Health] Ministry. Poor people have no money to pay for their healthcare and consequently come here. Then the volume of work grows on all levels. In the emergency wards, in the laboratories, the surgeries and in the clinics. Secondly, in Evangelismos hospital there is shortage in the nursing personnel.”

Tens of thousands of Greeks are losing their jobs and their private health insurance. The Health Ministry has started charging patients for more drugs - and many patients cannot even afford the $7 flat fee when visiting a clinic.

Sioras said there are further worries about the quality of supplies.

"The hospital authorities have negotiated with the medical companies and they’ve bought copies of the original medicines. These are of doubtful quality and especially with antibiotics, we have witnessed the appearance of many allergies among patients.”

Outside Evangelismos, there was concern among patients over the cuts to healthcare.

One man said, “We are not satisfied, things are not going well, the hospitals are not going well. In Greece, if you don’t have money you die.”

Another blames the number of immigrants. “With the economic crisis - because of a cost-cutting - some things have been cut short,” he said, “but I think the biggest problem still is the 2 million illegal refugees who receive free hospital care.”

Workers at the Evangelismos Hospital suggest there has been a 10-fold rise in HIV cases among intravenous drug users. They blame cutbacks to government initiatives, like the syringe exchange program.

A report in the medical journal Lancet warns of a rise in suicides. Alexander Kentikelenis of Britain’s Cambridge University is one of the authors.

"We have been able to find reports by the minister of health and other officials quoting a 25 percent rise in suicides in 2010, and a 40 percent rise in suicides in the first half of 2011," said Kentikelenis.

The government denies there’s a health crisis. The director of Evangelismos hospital says the changes would benefit the system - calling it ‘restructuring.’

And some patients, like Antonios Sideris, still praise their treatment.

“I have cancer,” he said. I don’t have a financial issue because in my case, everything is free, the hospital and my medication. I don’t have to pay anything. I am satisfied with my care.”

But many doctors fear that level of care cannot be maintained.

Cardiologist Sioras, said, “That’s why we say that the situation in the hospitals will become tragic, and if we don’t take measures against that and have no working solidarity, we will be mourning victims every day.”

Doctors like Sioras say that every day on the hospital wards, they are witnessing the human tragedies of Greece’s economic meltdown.

The U.S. economy continues to expand at a modest pace, but with weaker or less certain outlook, reported the Federal Reserve on Wednesday.

In its latest economic performance survey, the central bank saw either "modest" or "slight" expansion in districts including St. Louis, Minneapolis, Kansas City, Dallas, and San Francisco. But growth in other districts including New York remained sluggish or more slowly.

The survey, known as the Beige Book, was based on economic information supplied by the Fed's twelve regional banks and collected during the reporting period from August 27 to October 7.

"Contacts generally noted weaker or less certain outlooks for business conditions," said the central bank.

The Fed said that consumer spending "was up slightly" in most districts since the last report, with auto sales and tourism leading the way in several of them.

Acting Prime Minister of the National Transitional Council (NTC), Mahmoud Jibril, confirmed his death at a press conference held in Tripoli.

Jibril, reading what he said was a post-mortem report, said Gaddafi was hauled unresisting from a "sewage pipe," Reuters reported. Later he was shot in the arm and put in a truck which was "caught in crossfire" on the way to hospital.

"He was hit by a bullet in the head," Jibril said, adding it was unclear which side had fired the fatal shot.

"This is a time to start a new Libya, with a new economy, with a new education and with a new health system -- with one future," BBC quoted Jibril as saying.

The pan-Arab al-Jazeera TV showed pictures of his corpse with eyes half-open, shirt torn apart and a bloodied face.

Jibril also announced that the NTC would announce the liberation of entire Libya later Thursday or Friday.

Earlier Thursday, Momhemed Buras Ali Al-Maknee, an NTC field commander, told Xinhua a group of fighters from the western Libyan city of Misrata captured Gaddafi in Sirte, who was then severely injured.

The Dubai-based Al Arabiya TV reported Gaddafi's corpse had arrived in Misrata.

Earlier, Al-Jazeera said NATO jets fired at a convoy of cars, possibly with Gaddafi onboard, fleeing Sirte.

The NTC troops and the people of the war-torn country celebrated as reports of Gaddafi's death filtered out, cheering and hoisting NTC flags, Xinhua reported.

The 69-year-old former leader, whose forces were driven from the capital Tripoli by the now ruling NTC on Aug. 23, had since been "leading resistance" against his foes from an undisclosed place in Libya, according to his spokesman.

On June 27, the International Criminal Court (ICC) issued arrest warrants for Gaddafi, his son Saif al-Islam and intelligence chief Abdullah al-Senussi on charges of crimes against humanity, and on Sept. 9, the international police agency, Interpol, issued a Red Notice for the three as requested by ICC.

Meanwhile, the NTC field commander told Xinhua that Gaddafi's son Mutassim was also killed in Sirte, several hours after his father's death. He had earlier said Mutassim was captured alive inside the town after NTC fighters overran Sirte's Number Two neighborhood where Gaddafi's loyalists had been cornered.

The commander also said NTC fighters had surrounded a place in Sirte where Gaddafi's second son, Saif al-Islam, was believed to be hiding.

The al-Jazeera TV footage also showed a body which it said belonged to Gaddafi's defense minister, Abu Bakr Younus.

Earlier Thursday, the network said NTC forces had reportedly overrun the last position held by troops loyal to Gaddafi in Sirte.

Gaddafi's death has drawn mixed international reactions, with UN Secretary-General Ban Ki-moon hailing that it "marks a historic transition of Libya."

"Yet let us recognize immediately that this is only the end of the beginning -- the road ahead for Libya and its people will be difficult and full of challenges," Ban added.

US President Barack Obama said it was a "momentous day" for Libya, "Today we can definitively say that the Gaddafi regime has come to an end."

The "dark shadow of tyranny has been lifted," and the Libyan people "now have the opportunity to determine their own destiny," he said.

He said the country had a "long and winding road towards full democracy", but the US and other countries would stand behind Tripoli.

In Brussels, a joint statement by European Commission President Jose Manuel Barroso and European Council President Herman Van Rompuy said Gaddafi's death "marks the end of an era of despotism and repression from which the Libyan people have suffered for too long."

In Moscow, Russian President Dmitry Medvedev said he hoped peace would eventually arrive in Libya. "All those who represent this country, various representatives of Libyan tribes, will be able to reach a final agreement on a configuration of power, and Libya will turn into a modern political country," Medvedev said at a joint press conference with Dutch Prime Minister Mark Rutte in Moscow.

"Otherwise, all the efforts taken recently are senseless," Medvedev said.

Brazilian Foreign Minister Antonio Patriota voiced hope Thursday that violence in Libya would end soon following Gaddafi's death.

"Brazil expects violence in Libya to stop, military operations to cease, and the Libyan people to be able to follow its aspirations and wishes in a spirit of dialogue and national reconstruction," Patriota said.

The foreign minister made the remarks while accompanying President Dilma Rousseff on a trip to Angola. The president, however, has yet to make an official statement on the issue.

The Interpol and the International Criminal Court (ICC) have called Thursday for Saif Al-Islam Gaddafi to turn himself in, promising him safe passage to the Hague after Libyan transitional authority announced Gaddafi's death.

According to a statement issued by the France-based international police union, both institutions promised to coordinate with Interpol member countries to provide him safe passage to the Hague court where he is wanted for crimes against humanity, including murder and persecution.

"Following my discussions with Prosecutor Moreno-Ocampo, we agree that it is in the best interests of Saif Al-Islam Gaddafi as well as in the interests of justice that he surrender himself as swiftly as possible and face the charges levelled against him," said Interpol Secretary General Noble.

Earlier in the day, Libya National Transitional Council said ousted Libyan leader Muammar Gaddafi was killed in battle for Sirte, the last stronghold of Gaddafi regime and his hometown, however, reports said his son Saif Al-Islam was at large in the desert.

"Colonel Gaddafi will not be able answer to the crimes levelled against him, which makes it even more important that those who were part of his inner circle and who remain at large are captured and face their accusers ..." Noble said.

The world police body said its Command and Coordination Centre "remains available 24 hours a day/7 days a week to facilitate any communications between Saif Al-Islam Gaddafi or any person sought for arrest by the ICC and the relevant law enforcement authorities."

A US State Department official dismissed on Tuesday the possibility of a cyber war between China and the United States, while calling for building mutual confidence to avoid such an eventuality.

"People talk about cyber war. Frankly, I don't think we've really seen it," said Christopher Painter, coordinator for cyber issues at the State Department.

"Or to the extent we've seen it, it's much more overemphasized in terms of the threats we actually see out there," Painter said, admitting that such concerns exist.

Claims that China launched cyber attacks against the US flared up earlier this year, centering on intrusions into the websites of US military contractors and the Google e-mail accounts of US officials. Beijing has denied any government involvement.

Painter said there were cyber attacks on the US, but noted that it was difficult to locate the attackers.

Washington is seriously concerned about cyber attacks and is prepared to use force as it considered them an act of war, former US defense secretary Robert Gates said in June.

Just before the US-led strikes in Libya in March, the Obama administration intensely debated whether to start a cyber offensive to disrupt and even disable the libyan government's air-defense system, which threatened allied warplanes, reported the New York Times.

The goal would have been to break through the firewalls of the Libyan government's computer networks to sever military communications links and prevent early-warning radars from gathering information and relaying it to missile batteries aimed at NATO warplanes, according to the report.

The plan failed eventually amid concerns of setting a precedent for other nations to carry out such offensives of their own.

Painter suggested countries exchange strategies and information to build confidence over the long term, "so you never get to the point of a cyber conflict or even a larger conflict".

Vice-Foreign Minister Cui Tiankai told foreign reporters ahead of a meeting with US officials in Hawaii in June that China and the US might suffer from cyber attacks, but they were in no way directed by either government.

Both countries were in fact already discussing the problem of hacking during their regular strategic consultations, Cui said.

"The international community ought to come up with some rules to prevent this misuse of advanced technology," Cui added.

Efforts to establish international rules in this advanced field have already started. In May, G8 Summit host country France put the Internet on the agenda for the first time in a bid to improve regulation of the cyber world.

China, Russia, Tajikistan and Uzbekistan in September also submitted a draft code of conduct for information security for discussion at the United Nations General Assembly.

Any such agreement remains a distant prospect because nations lack common legal standards in cyberspace and information security is closely connected with national interests, said Wen Weiping, an expert with the School of Software and Microelectronics at Peking University.

But he also said cooperation in areas of mutual interest regarding cyberspace should be pushed forward. "Only through determined cooperation can we win the war against hackers to secure the Internet."

Shanghai ranked first as the most expensive city for business on the Chinese mainland this year, followed by Hangzhou and Beijing, according to the latest list of the 25 Chinese mainland cities with the highest business operating cost released Wednesday by Forbes China.

The survey covered 129 mainland cities with the municipal GDP of above 43.6 billion yuan (US$6.84 billion) in 2010, and took into account the following five criteria: labor cost, office rent, energy prices, tax policies and employee insurance.

Shanghai leads the ranking in terms of the comprehensive insurance expenses for employees covering pension, healthcare, unemployment and injuries. Shanghai's businesses are also paying the second highest office rents on the Chinese mainland, behind only Beijing.

Hangzhou overtook Beijing to become second on the ranking due to such factors as a surge in labor cost, while Qingdao, which jumped 11 spots to the 10th on the list, reported much heavier pressures from rising costs in labor, energy and employee insurance.

According to the ranking, big cities, including municipalities and provincial capitals, continue to have the highest operating costs for businesses, while the number of county-level cities on the list dropped substantially compared to last year.

Cities from Eastern China dominate the list, with seven from the Yangtze River Delta. Zhejiang Province alone has four cities included in the list.
